Chief Fernando Palacios has more than 20 years of experience in the fire service. He began his career as a Firefighter-Paramedic, advancing through roles in the Training Division and the Fire Prevention Bureau, and currently serves as Chief of Department. The Querétaro Fire Department protects one of the fastest-growing industrial, commercial, and residential metropolitan regions in Mexico. Chief Palacios is a certified Fire Inspector and Fire Investigator, and he leads the State Fire Task Force responsible for specialized operations including wildland deployments, search and rescue, and Incident Management Team (IMT) functions.
A strong advocate for innovation, Chief Palacios leverages technology as a strategic ally for the fire service. He manages a multi-platform emergency management system that has been donated to fire agencies across Mexico, strengthening operational coordination, resilience capabilities, and compliance with NFPA-aligned best practices. His leadership has enabled the development of Community Risk Assessments and resilience strategies that support public safety and contribute to international industrial and commercial investment in the State of Querétaro.
Chief Palacios is also a frequent international speaker, sharing best practices in fire service leadership, technology integration, and community risk reduction. He has presented at industry-leading events including Fire-Rescue International (FRI) in Dallas, the Institution of Fire Engineers (IFE) Conference in Australia, and Expo Fire & Safety in Mexico, among other forums dedicated to advancing global emergency services capability and collaboration.
