Orlando is the SARCOP Program Manager supporting federal, state, and local search and rescue teams nationwide during disaster response operations. He has more than a decade of experience in the fire service, most recently serving as an Engineer and Firefighter with the Santa Maria Fire Department, and as a Plans Team Manager, Technical Information Specialist, and Technical Search Specialist with California Urban Search and Rescue (US&R) Regional Task Force 12.
His work in GIS and GEOINT for search and rescue began in 2018 with the development of an operations and situational awareness system for CA-RTF-12. The successful deployment of that system—and an early precursor to SARCOP—during the North Complex Fire in 2020 helped accelerate California’s transition to the national SARCOP platform in use today.
Orlando continues to support curriculum development and instruction as part of the Regional Technical Search Specialist cadre for Cal OES and the California Specialized Training Institute. He lives on California’s Central Coast with his wife and two children and enjoys cycling, hunting, fishing, and hiking.
