Steve is a two-time Chief Information Officer and seasoned enterprise technology executive with over 30 years of experience delivering innovation and operational excellence across Fortune 500 companies, high-growth startups, and the federal government. He has led $100M+ IT portfolios and driven large-scale digital transformation initiatives that modernized legacy systems, scaled data and AI strategies, and aligned technology with business growth. With three decades of leadership across government and enterprise, Steve has seen how transformation succeeds - and fails. He brings stability, execution focus, and mentorship to help organizations move fast and smart.
Currently serving as Director of the Joint Wildland Fire Technology Office at the U.S. Department of the Interior and U.S. Forest Service, Steve leads enterprise-wide strategy and cross-agency coordination. He built and scaled the first interagency wildland fire data office, integrating predictive analytics, artificial intelligence, cloud platforms, and mission-aligned systems that improve national emergency response and data-driven decision-making.
Previously, as CIO of the Defense Security Cooperation Agency, Steve delivered a $300M ERP system that generated $32M in annual savings, established the agency’s first enterprise data strategy, and managed global IT operations across 70+ countries. He also served as CIO of the George C. Marshall European Center for Security Studies in Germany, where he directed infrastructure modernization, launched a secure open-source collaboration portal, and implemented one of Europe’s most advanced cybersecurity frameworks.
Steve’s leadership blends the discipline of public-sector governance with the agility of private-sector innovation. His career includes senior roles at Dimension Data, Marriott International, and KPMG Consulting, where he led award-winning enterprise platforms, data modernization efforts, and global systems integration projects. His work has earned national recognition from Microsoft, Yahoo, the Federal Chief Data Officer Council, and the Federal 100 for breakthrough innovation in service delivery.
He holds a Master of Science in International Management, a Bachelor’s in Business Administration, and executive certifications in Data Science from Johns Hopkins and Generative AI Strategy from Vanderbilt. A former Commander in the U.S. Navy, Steve brings strategic vision, operational rigor, and mission-driven leadership to every engagement.
Steve is the proud father of Alisa, an NCAA D1 tennis athlete, and the husband of real estate executive Yulia. He is a certified Yoga instructor and loves the outdoors.
